Philip W. Moreschi

Phil Moreschi, P.E., Certified Floodplain Manager, graduated from UConn in 1978 with a B.S. in Civil Engineering. He has 40 years of experience working in the water resources field, primarily in the area of dam safety and water resources engineering. Moreschi is currently a partner at Fuss & O’Neill and is the principal in charge of the firm’s dam safety practice.

Prior joining to Fuss & O’Neill, Moreschi worked for the Connecticut Department of Energy and Environmental Protection as the State’s Inland Wetland & Watercourse Program Engineer, and he directed both the Stream Channel Encroachment Line and Water Diversion programs. He developed policies, wrote regulations, and oversaw permitting and enforcement for a wide range of water resource programs. He was also responsible for the planning, investigation, design, and construction of water resource projects involving flooding, erosion, dams, and tidal wetland restoration.

He directed the Connecticut Dam Safety Program and was responsible for the registration and inspection of more than 4,000 dams, for developing Connecticut’s Dam Safety Inspection regulations, and for managing the investigation, design, and repairs of many state-owned dams. His water resources experience also includes the investigation, design, permitting, and construction of a wide variety of projects, including stream restoration, lake dredging, shoreline erosion control, water quality protection, and watershed management.

Moreschi was on the founding board of directors for the Association of State Dam Safety Officials, and currently serves on its Advisory Committee. He is also a past president of the New England Association of Dam Safety. He was the Chair of the Tolland, Connecticut, Conservation Commission for 15 years and was active in the acquisition and permanent protection of hundreds of acres of open space in Tolland, Connecticut.
