The meeting was called to order at 8:30 am by Chair Vance Behr.
Michael Accorsi was appointed Secretary pro term.  A list of
attendees is provided in Appendix A.

1. Minutes of the June 1 & 5, 1997 TC Meeting:

The minutes of the June 1 & 5, 1997 ADS TC Meeting were approved
as submitted.  Vance will continue to distribute in both text and
Word formats.

2. Treasurer's Report:

Bob Underwood is the new TC treasurer.  Vance reported a balance
of $5031.50 prior to the conference, and $7819.89 after the conference.

OLD BUSINESS

3. Database Team

Mo Gionfriddo reported on the status of establishing a parachute
technology database at the Linda Hall Library (LHL) in Kansas City,
Missouri.  LHL has expressed strong interest in holding our collection.
They will provide electronic access to the collection.  

It was recommended that the next ADS TC meeting be held at LHL to
address TC questions.  TC members should inform Mo on their organization's 
willingness to contribute materials to LHL and review their intended
contributions prior to the meeting.  

The following concerns were raised:

1. Is LHL fiscally healthy ? (probably, AIAA uses LHL) 
2. Can LHL handle film and video ?
3. How do we handle distribution of copyrighted reports, limited
   distribution documents, and DTIC materials ?
4. What is LHL's current and future capabilities for electronic access.

4. Parachute Industry Association

Mo Gionfriddo reported on current PIA activities.  These included (1)
establishment of a standard parachute color, and (2) procurement planning.

PIA has invited the ADS TC to have a joint conference in the year 2001.
There are definite advantages and disadvantages.  The advantages would be
(1) increased attendance, (2) access to PIA exhibits, and (3) better hotel
rates.  The disadvantages are that we may lose the small and intimate feeling
of our conference and flexibility of our date and location.  PIA conference
is held in winter which would shift our schedule by several months.  Their
2001 conference will be held in San Diego.

PIA will need to know from us following their February 1999 conference.
ADS TC conference experts to discuss this further.  Vance will generate
options for discussion on this issue for next meeting.

5. Home Page Team

Mike Accorsi reported on current status of ADS TC Home Page.  The
home page contains all relevant information and links, but needs
some modifications to improve its layout.  The current server is
somewhat slow.  The team will look into using AIAA's server.

Some of the TC member's biography pages are incomplete.  Those
members should provide material to R. Benney or M. Accorsi.

In general, the main page should avoid large graphics files
that are slow downloading.  Graphics should be put on separate pages.
The team should incorporate a "text only" option.

The home page team should work with the newsletter team to post
the newsletter on our home page. 

TC members are encouraged to (1) visit our home page and make suggestions
for its improvement, (2) provide material to post on the pages, and (3)
provide relevant links.

6. Newsletter Team

Modifications to the newsletter format were discussed.  In general, the
newsletter should be less detailed and more readable at a glance.  This
would include using imbedded large font text blocks of summary statements
within articles and figure captions that tell a story.

The cover page should be color.  An index with pictures should be included.
Our WWW address should appear on cover.  A calendar of events should be
included.  The member list should be moved to the back of the newsletter.

The newsletter should be posted on our web page with color figures.

The team should look into using an e-mail version of the newsletter
to reduce publication costs.

Sandia will absorb the cost of printing and mailing the newsletter.

7. Specs and Standards Team

ADS team has performed review of AIAA textile drawing standards.  PIA
is currently performing review of military specs.  ADS TC to assist
PIA in this effort. Mo Gionfriddo and Allen Witkowski to act as liasons to PIA.

The team should determine how many copies of the dwg. std. have sold
and investigate whether dwg. std. should be transferred to PIA.

8. Short Course Team

The last short course was held in Houston in 1993.  The Team is to
address offering the short course in summer/fall of 1999.  Computers
must be available for the course, but are generally too expensive
at hotels.  Jean Potvin suggested holding the course at Parks College.
Jean-Francoise Vergnolle suggested that there would be a good turn out
if the course was offered in Europe.

The team should address structuring the price of the course based upon
whether the student will provide their own laptop computer (of certain 
minimum capability) or want us to rent one for them.

It was also suggested that the short course be offered at a location near a 
plant site or airforce base to provide hands on experience of parachute
manufacturing, rigging, etc.

Topics contained in short course have been diverse and generally complete.  
It was suggested that the course contain material on textiles.  Team
should contact textile manufacturers and invite to TC meetings.

9. 1997 Conference

Statistics for the 1997 ADS Conference are given in the June, 1997 minutes.

AIAA still hasn't paid one of the lecturer's honorarium.  It was decided
that the ADS committee should pay the honorarium, then be reimbursed by AIAA.

Conference authors are strongly encouraged to submit papers based on their
work to  AIAA journals.

10. 1999 Conference

Dean Jorgensen will be the general chair.  Jean-Francoise Vergnolle will
be the administrative chair.  Conference will be held in Toulouse, France.
It is expected that U.S. attendance will decrease, but European attendance
will be strong.

The tentative date for the conference is June 6-10, 1999.  This date was
choosen to link with the Paris Air Show (June 13-20).  The conference
will be cosponsored by the Conference of European Aerospace Association
(CEAA).  This is expected to increase attendance.  Jean-Francoise is to
coordinate with CEAA.  

Vance has contacted numerous other AIAA technical committee chairs to
cosponsor with us in Toulouse, but to date, none have accepted.

It is desirable to provide tickets to the Paris Air Show to interested
conference participants.  TC is to identify means of acquiring enough
tickets.

The Call for Papers should be released by May 1998, with abstracts due
by September, 1998.

11. ADS Award

AIAA has targeted three criteria for TC awards.  ADS satisfies only one
of the three targeted criteria, but satisfies many other criteria listed
in the AIAA guidelines.  Vance will clarify this with AIAA.

Nominations for the Theodor Knacke ADS Award are due by January 1, 1998.

12. Tax Free Organization

The Articles of Incorporation Team was formed with the purpose of
establishing the ADS TC as a tax free, non-profit organization.

13. ADS TC Teams

The ADS TC Teams were reviewed and modified.  A list of the current team 
assignments is given in Appendix B.

14. Other Business

Nominations for Chair Elect are due by mid 1998.

If you are interested in upgrading your AIAA membership, you should
contact Vance.

The next meeting of the ADS TC is tentatively scheduled for Thursday,
February 19, and will be held at the Linda Hall Library in Kansas
City.  Mo Gionfriddo will secure a meeting date with them.  TC members
should review potential contributions to the library prior to this
meeting.

Vance will attempt to use e-mail to raise issues and seek replies
between meetings.

NEW BUSINESS

There was no new business.

The meeting was adjourned at 2:30 pm.
