1. Introduction
Behr remarked after Toulouse up to 17 members may leave the committee.
Suggestions from the committee regarding replacements included 1) need
additional materials suppliers representation, and 2) try to get them
involved in the 1999 Conference.
2. Minutes of the 19 February 1998 TC Meeting
The minutes of the meeting held at the Linda Hall Library in Kansas
City, Missouri were approved as submitted.
3. Treasurer's Report
Behr reported no change in account balance. Behr reported Benney
suggested moving account to a personal interested bearing account under
his name, with tax liablity paid to him by TC. The TC was uncertain but
suspected this is a bad idea and tabled the item.
4. Chair's Remarks
Behr reports AIAA membership is once again rising. Plans are being laid
for the celebration of the Centennial of Powered Flight in 2003 with a
big event in Dayton, Ohio. Since 2003 is a conference year, perhaps
Dayton should be considered as a candidate location.
5. Home Page
Behr reports continued improvement in the home page. Members are
reminded to send photo and bio if they have not done so.
6. Newsletter
Behr reports a 32 page newsletter has been prepared and is awaiting
funds for publication. Several thousand dollars are required. Discussion
centered on the wisdom of publishing the issue as is since much of the
news is now dated, funding is difficult to find, and such a large
newsletter may not convey information at a level appropriate to the
intended recipients (funding and program executives and other VIPs).
Suggestions included 1) revisit the goals of the issue, 2) put it on the
home page, 3) shrink it to about 4 pages, and 4) tie in with the PIA
Conference in January.
7. Standards
Gionfriddo reported that the PIA is readying a large group of standards which are
available through the PIA web site. They are beginning revision "A".
These standards are gaining acceptance by the military, SAE, and
manufacturers.
8. 1999 Toulouse Conference
Jorgensen presented an update of the conference plans.
The call for papers was published in July. A separate mailing for papers and
seminar participation went out to 894 persons, with 70 returns.
Jean-Francois Rives of Aerazur sent the mailing in Europe,
Pioneer handled the U.S. A coordinated announcement in European
aerospace journals to be made by CEAS has not been sighted or confirmed.
18 September 1998 Abstracts were due with 54 received to date.
20 November 1998 Session plan due to AAAF.

Three sites were visited in June: Holiday Inn, the Congress Center
adjacent to the Atria hotel, and Hotel Sofitel. The Hotel Sofitel has an
excellent layout and has been selected as the conference
site. Although valet parking is available at the hotel, all conference
participants are advised not to drive. No vouchers will be issued. All
events and attractions are within easy walking distance of the Hotel and
rental counters are located at the train station for those wishing to
see the countryside.
A block of 50 rooms will be reserved at the Hotel Sofitel and will be
set aside within a month. Rate is around $100 per night single or double
occupancy. 30 rooms will be set aside at the Mercure Wilson hotel
(about 5 min walk South) and 30 rooms will be set aside at the Mercure
St. Georges at around $84 per night, for a total of 110 rooms set aside
at the AAAF conference rate.
Air travel to Toulouse via London, Amsterdam, Paris, Brussels or Madrid.
Audio-visual setup to include:
Carousel slide projector
Triple standard video
Wireless microphones
Video PC projector
Overhead slide projector
Presenters planning to use PC projection will be requested to supply
their own laptop. A suggestion was made to insist all presenters
planning to use PC projection also bring overhead slides for backup.
Vergnolle action to determine whether and how to display presentation
boards, as hotel setup is not convenient for them.
Reception and banquet to be suit and tie. Banquet speaker TBD. Someone
knowledgeable of local history was suggested. In particular, the canal
du Midi is both an historical and engineering marvel.
Extracurriculars TBD. Suggestions include a Canal Tour on Wednesday and
provision of info on Carcassonne and other nearby destinations. No
planned activities on Monday, Tuesday, or Friday.
11 Sessions are planned, with 22 session co-chairs. Session co-chairs
were "pencilled in" Bill Garrard and Mike Accorsi will chair the
overview session.
The seminar will have four sections:
- Modern Textile Materials
- Analysis Methods
- Joining and Bonding
- Materials Testing
The CAP has offered an end-of-day tour of their modern materials test
facility and laboratory. The materials testing section will be held at
and conducted by CAP.
Garrard estimates 50-65 papers will be presented at the conference.
Some of the papers appear to be controversial and will be examined
carefully by the Session co-chairs for adequacy of technical content
and useful information exchange. Export licensing may limit technical content
of some papers. Garrard distributed list of abstracts for review by the TC.
The TC identified candidate papers that 1) would be suitable for the plenary
overview session, 2) appear to have concerns, and/or 3) are too narrow and
should be combined with another paper(s). Technical areas the are not
represented were identified. A stand-by list of potential invited papers and
last-minute substitutions was initiated. Concern was expressed over the
narrow breadth of abstracts, the absence of integrated system (e.g. - aircraft
airdrop systems) papers, and the predominance of a single system (i.e. - X-38
recovery system). In reference to the predominance of a single system, it was
noted that this has been the case at past conferences and is to be
expected in our limited community.
For session chair purposes, the second week of November is the practical
limit for receipt of abstracts to be published in the preliminary program
(program planned by 20 November). Absolute deadline for inclusion in
conference is end of March.

9. Short Course
The short course at University of Minnesota is during the week of 26
October 1998. About 40 persons are expected, with a break-even of 25-30.
Behr and Garrard action to determine how to share any surplus between
the TC and the University. January target for final statement of
account.
10. Database
Gionfriddo circulated draft Memorandum of Agreement between the TC and
the Linda Hall library. With minor revisions, the MOA was accepted by
acclamation. Gionfriddo action to obtain signatures and execute.
11. ADS Award
Behr reports one nomination in the works. Nominations were accepted at
large by AIAA HQ through 1 October 1998 deadline. The award has reverted
to a biannual basis. Behr is working on a set of ADS award guidelines
to assure continuance of "state of health" of the award per AIAA guidelines.
12. Next Meeting
The next meeting will be Tuesday-Wednesday, 12-13 January 1999 at the
Parachute Industry Association conference in San Diego, CA. Purpose of
locating this meeting at the conference is to research potential
collocation of 2001 ADS conference with the 2001 PIA conference in San
Diego.
Giofriddo recommends making reservations immediately at the Town and
Country resort. PIA has offered a special registration to the PC which
permits attendance at the some classes and seminars plus the exhibit
hall (3:30-8:00).
Behr to contact Carl Peterson and the NPTC to suggest attendance at PIA.
With the emergence of the PIA Government Systems Committee, NPTC roles
and responsibilities may overlap and change.
