Secretary appointment:

Vance found a willing secretary for the meeting, Richard Benney.

 

Minutes of the 15th October 1998 TC Meeting:

Errors in the minutes were corrected and will be posted on the website.

The corrected version was approved.

 

Treasurer’s Report:

Vance reported that the TC account balance is 7,819.89. This total does not include income from the October 1998 Short Course that has not yet been determined by the University of Minnesota.

 

PIA Drop In:

The TC met at the Town and Country Hotel and Resort in conjunction with the PIA symposium.

Dan Pointer of PIA joined the meeting briefly and delivered an award to Theo Knacke that he was presented with officially during opening day at the PIA symposium. The PIA provided the room for the TC meetings (12th and 13th) and NPTC meeting on January 14th. The PIA also provided the TC members with a Registration Package to the PIA papers, talks and the exhibition. The TC was very appreciative of the PIA’s hospitality and thanked Dan Pointer for all of his efforts. The AIAA ADS TC is considering whether or not to hold the 16th Aerodynamic Decelerator Conference during the next PIA symposium in January 2001 at the Town and Country in San Diego. (More on this below!)

 

Seminar:

Jean Potvin reported on the four speakers planned for the event. The seminars will all be in English and four speakers have been arranged. Biographical information and lecture notes will be submitted by Jean soon. Jean will also supply digital information that will be posted on the homepage.

 

TC Membership:

17 members of the TC are completing their terms. Many have expressed a willingness to stay on the TC. New members are being sought. The TC agreed that a full roster is important for the TC. Benney (Incoming Chair of the TC) will be contacting all members scheduled to rotate off to determine interest in staying on.

 

Homepage Team:

Homepage Bio’s were passed out and updated by members present. The Homepage Team agreed to link the session chairs names in the conference page to their individual Bio’s to help registrants identify session chairs. The team also agreed to add the Aerospace America "Year in Review" images. A variety of materials from other TC members on the conference and seminar will also be added in the next few weeks. The team reported on the new AIAA ADS TC email address: adstc@engr.uconn.edu

AIAA Reno Aerospace Science meeting:

Richard Benney reported on the Technical Activities Committee (TAC) "Leadership Workshop" that was held on Jan 10-11 in Reno, NV and details of the TAC organization.

 

ADS TC Theo Knacke Award:

The TC discussed the need for more award nominee’s in future years. The award has been changed to a biannual event. The group discussed guidelines for receiving the award. After much discussion, the TC reached agreement with the following: If only one person is nominated a 2/3 vote or higher majority is required. If more than one person is nominated, the TC will vote. The nominee package with the majority of votes will be voted on again and require at least a 2/3 majority.

All TC members are to be prepared to discuss this process for the next meeting. The TC also agreed to ask all former award recipients to nominate potential award recipients in the future. The team also discussed the potential of establishing an Awards Team that would identify potential nominees, establish a written procedure on the process for the TC to follow, and generate nomination packages. One nomination package was received for this year. The nominee is Dean Wolf. The TC voted by secret ballot on January 13th. Vance Behr will poll all who were not in attendance for their vote, tally the votes and announce the results once known.

 

Newsletter Team:

Christine Hailey handed out the second TC newsletter (known as the "Decelerator") at the meeting for comment. Many complimentary comments were received for her efforts. The goal is to have the newsletter available at the upcoming Toulouse Conference and to mail it to all members on the mailing list. The following suggestions were received: Add the conference announcement on the outside page, add the ADS logo and add a copy to the Homepage! The target is still users and buyers, hard copies are still desired. Goal is to have one newsletter per year. The mailing list was reported to contain over 800 names. Estimated number of copies needed is 1000. The TC discussed options to have copies made to include the potential of a color "front page". The goal is to distribute this issue this spring (prior to conference!). The TC also discussed various options to get the copies mailed. The team members will work with Christine to get the newsletter out over the next few months. New articles are sought/needed by members.

 

Standards Team:

Elsa Hennings reported on progress towards a full review of SO-17, the textile drawing standard. Comments on the standard are sought ASAP. The TC members present agreed that the standards team is empowered to make any recommendations on the standard to AIAA. Elsa reported that AIAA (Jim French) desires the standard to be reviewed every five years. The team agreed to have the standard reviewed by the next TC meeting in Toulouse. The team will also ask the PIA to review. The team discussed the potential of briefing the S0-17 at the 15th ADS Conference in Toulouse. The TC discussed the progress that PIA has made in the conversion of MIL Specs to PIA Specs. The team also discussed a desire to invite PIA members involved in Standards and Specifications to join the ADS TC.

 

Short Course Team:

Vance Behr reported on the success of the Short Course in Minnesota. Government participation was strong with 12 from NASA, 4 Navy, 2 Army and 1 AF. It appears that the "break even" number was exceeded and that the TC had generated almost 10K that will be deposited in the ADS account. The University of Minnesota relationship worked well again and the TC was very thankful of Bill Garrard’s efforts and the University of Minnesota staff that supported the short course. TC member instructors present expressed a willingness to repeat the course again at a later date once an appropriate number of inquiries are received. Instructors received positive feedback from students. The TC discussed the potential of selling the lecture notes (tabled for consideration). The parachute hardware and hands on material was very well received. The course did require significant effort by the instructors. The TC agreed to consider holding the course again within 2-3 years depending on interest.

 

Database Team:

Vance Behr reported that he had signed the agreement with the Linda Hall Library (LHL). He also reported that the LHL will not be able to deal with any reports submitted with "limited distribution". All government members agreed to look into this issue (getting this stamp removed for appropriate material). A date after which material may be sent the LHL will be announced soon. The TC discussed the need to inform industry about the LHL and the depositing of much material. The TC discussed the potential of submitting an article for Aerospace America to inform the community. The TC discussed inviting a LHL POC to present information on the LHL at the upcoming conference.

 

TC Account:

The TC discussed what to do with the TC account balance and where/how to establish the account (currently with Chris Carlson). Most seem interested in attempting to get a tax ID from the IRS. The TC considered the potential of establishing a team to generate ideas on where to invest these dollars. The TC discussed the possibility of subsidizing the seminar or the awards dinner. Other members suggested creating a scholarship. The TC discussed the financial issues of the 15th ADS Conference: The AAAF is sponsoring the conference and taking the risk. The break-even points are 36 attendee’s for the Seminar and 100 attendees for the Conference. A MOA exists between the AAAF and the AIAA (who will supply the bound proceedings). The TC agreed that a balance is needed to allow for the ability to execute TC activities like the short course and seminars and not request TC members to risk personnel income. The appropriate balance and other potential initiatives were tabled for further discussion.

 

The TC adjourned for the day on Jan 12th to participate in PIA briefings.

 

Jan 13th continuation:

 

15th Aerodynamic Decelerator Conference Team:

Dean Jorgensen introduced the 4th speaker for the seminar, Christophe Mondin (DGA/DCE CAP, Toulouse France). Dean updated the TC on planning activities and distributed a draft program. Dean reported that AIAA had set the paper due date back to March 26th and that the bound proceedings are scheduled to be shipped on May 25th to assure they arrive on time. Dean reported that 50 rooms were reserved at the Hotel Sofitel at 550FRF/night, 60 additional rooms are reserved at two nearby hotels at 450FRF/night. (At an exchange rate of 6FRF/$, these rates are equivalent to $92 and $75, respectively.) A ticket to the Paris Air Show "may" be available at the conference for registered participants. Dean reported that the Team is looking for a few "replacement papers" just in case some authors are unable to attend at the last minute. Dean reported that negotiations with the AAAF are almost complete. Costs were presented in French Francs. A variety of material was submitted in draft form and will be posted on the homepage in the near future to include the preliminary program and a one page article to appear in Aerospace America. Dean reported that the City of Toulouse is hosting a Wednesday night reception and that Aerospatiale is subsidizing the Paris Air Show and program packages. Dean has not sought industry support for the conference. Aerospatiale is to be recognized (method TBD) along with other corporate sponsors in France. One possibility is signboards at the reception. The City reception will be held at Capital Hall of Fame at 6:30. The TC will post registration information for FAX’ed input on the homepage soon. One way travel to the reception from the hotels will be provided. Dean reported that we have the entire mezzanine level for the seminar/conference. Dean reported that the Conference team is still searching for a Keynote speaker. The TC discussed the pros and cons of a technical versus a non-technical speaker. Dean reported that Jean-Francois Vergnolle has been extremely active in setting up the conference and seminar. The TC expressed its thanks to Jean-Francois (unable to attend meeting) for his extraordinary effort. Spouse activities will include a spouse breakfast at 8:30AM on Wednesday and a tour of the town. All information on spouse activities will be posted on the homepage in the near future. Registration information is to be published in January and mailings will go out by the first week of February. The TC agreed that the postage would be paid from the ADS TC account. AIAA will also publish a one-page announcement on the conference and seminar in Aerospace America during the first week April. Dean supplied a draft to TC members.

 

Congressional Visits Day (CVD):

Three ADS TC members expressed an interest in attending this year’s CVD set for March 8th and 9th.

Additional information on who will be visited and the availability of these TC members’ representatives will be determined from AIAA CVD POC’s. Mr. Benney will be the TC POC for this event. Any other TC members interested in attending should contact Mr. Benney ASAP to assure participation.

 

Location of the 16th AIAA ADS Conference and Seminar:

Having been able to experience some of the PIA symposium paper presentation and the exhibit hall, members of the committee offered comments on their observations. Members discussed the pros and cons of holding the 16th ADS Conference in San Diego with the PIA in January 2001. A team (Richard Benney, Dean Wolf, Jean Potvin, Andy Bennett, and Robert Meyerson) was established to generate potential options and to address the pros and cons of this idea. Some members discussed the potential of co-locating with other TC’s in addition to the TC’s we have collocated with in the past (for example, the Atmospheric Flight Mechanics TC, the GN&C TC, and/or the Flight Simulation TC). Others discussed the potential of locating with the SAFE symposium. The team will investigate the San Diego option and request TC members input on the options presented. An Email will be sent to all TC members in a few weeks for comment. A decision on this issue is needed by March 1st. Richard Benney discussed this option with Town and Country Hotel and Resort management. The hotel is filling up quickly but they have agreed to "pencil us in". For those of you with maps of the Town and Country, the only conference rooms available are: 2nd floor in Mission Ballroom which includes: De Anza, Mesa, Adobe, and El Camino conference rooms. OR the "Meeting House" (all rooms). More details on this option will be sent to TC members via Email soon. The hotel will need a commitment soon on this issue and planning for the event will need to start immediately. The TC seeks volunteers from its members to be a "General Chair" and a "Technical Chair" for the 16th ADS seminar and conference.

 

Next ADS TC Meeting:

The next ADS TC meeting will be held in Toulouse France on June 7th at 10:00AM in the "Illustres Room".
