Position: Program Manager (UCP 7), UTC Institute for Advanced Systems Engineering

Position Summary:

Under the general direction of the Director of the UTC Institute for Advanced Systems Engineering (UTC-IASE), the Program Manger provides leadership, program management and coordination for the research, outreach, and educational programs designed to support the UTC-IASE. Specifically, this position is responsible for operations, formal archiving and reporting, identifying research opportunities, outreach and industry engagement services, and industry service.

This successful candidate will be responsible for designing and managing research and educational programs, overseeing the smooth operation and day-to-day delivery of these programs, monitoring and coordinating the administrative and reporting aspects of the program, and will act independently within the goals and objectives of the program and the guidelines established by the supervisor. The primary focus of this job is on the design, organization, implementation, and management of the research and outreach programs of the UTC-IASE, as well as the management of the day-to-day delivery of its industry services.

Duties and Responsibilities

UTC-IASE Operations

  • Plans and implements UTC-IASE services and activities and supervises the day-to-day delivery of program content.
  • Directs the day-to-day operations and administration of the UTC-IASE program; oversees program coordination and logistics; resolves problems and makes changes to accommodate changing priorities and needs.
  • Reports monthly to the UTC-IASE governing committee on the progress of the Institute and all other developments.
  • Is responsible for special projects/operations which may be on-going or short-term and which require planning, coordination, supervision, and thorough knowledge of the program.
  • Is responsible for the compliance of project with relevant export control and confidentiality agreements.

UTC-IASE Research

  • Provides administrative and program leadership for complex research or academic strategic initiatives designed to support the UTC-IASE research and industry outreach activities.
  • Identifies research opportunities in industry and federal agencies and organizes teams to respond to industry and federal agency research calls.
  • Coordinates preparation of large proposals involving multiple faculty, departments and/or other universities.
  • May participate in securing funding for the program.
  • Serves as a resource to faculty and staff on matters relating to strategic initiatives.

UTC-IASE Education

  • Assesses the unmet educational needs of the industry and makes recommendations to the governing committee to meet those needs.
  • Participates in planning, developing, designing, and evaluating customized programs based on identified needs and goals.
  • Plans, administers, and oversees the organization of workshops and course offerings in accordance with UTC-IASE goals; creates the program calendar with the Director and participating faculty members; oversees the coordination of logistics.

UTC-IASE Outreach

  • Leads public relations and promotional activities for the program; implements recruiting, promotional, and marketing strategies to identify corporate and individual participants; designs brochures, flyers, posters, and other promotional materials.
  • Oversees the planning, organization, and execution of corporate networking events, conferences, and other meetings.
  • Serves as a resource to potential and current program participants, corporations, state agencies, and other organizations and individuals on matters related to the Institute’s program policies, procedures, and activities.
  • Establishes and maintains partnerships and engagement with industry and governmental contacts.
  • Manages critical communications, both internal and external.

Minimum Qualifications

  1. Master’s degree in related field and at least 2 years relevant experience; or Bachelor’s degree in Engineering and at least 5 years of relevant experience.
  2. Experience with coordination of University industrial projects (research or educational).
  3. Thorough knowledge of, and demonstrated competence in, developing industry engagement and partnerships.
  4. Experience with academic programs/projects creation or generation
  5. Ability to plan and organize workshops and outreach networking events
  6. Demonstrated ability to independently design and implement programs, identify and resolve day-to-day program problems.
  7. Excellent interpersonal skills and ability to work effectively with faculty, staff, students, administrators as well as external agencies/groups and the public.
  8. Outstanding written and oral communication skills.
  9. Demonstrated ability to lead large, complex projects to successful completion adhering to established deadlines.

Preferred Qualifications

  1. Experience in industry funded academic programs
  2. Experience in reporting in a quantifiable manner of the planning and closing of actions and programmatic status updates
  3. Experience or involvement with industry related to systems engineering
  4. Exposure and relationships with the Systems Engineering community and in particular INCOSE
  5. Experience in development and management of graduate curriculum
  6. Experience in the administration of distance learning courses
  7. Experience in social media and online advertisement of academic activities
  8. Experience in industry engagement and outreach activities.

Appointment Terms

This is a full-time, 12-month position with an excellent benefits package.

This role also involves managing supporting application servers, meeting IT security standards, and managing large volumes of data.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in a computer-related field, scientific discipline or equivalent combination of education and experience.
  • Excellent interpersonal skills: the ability to work cooperatively and constructively with students, faculty, and staff, building and maintaining positive relationships. 
  • Must be able to work in an IT environment which reflects a variety of different IT standards.
  • Experience providing in-person high quality technical support to a diverse audience.

  • Experience managing Windows server operating systems, such as Windows Server 2016, 2013, etc.
  • Experience implementing IT security standards on enterprise servers and clients using security tools such as Nessus, IdentityFinder, Bitlocker, etc.
  • Demonstrated experience in providing clear written and verbal communication to a non-technical diverse audience.

  • Experience working in a higher education environment.

Position: Research Assistant 2 (Transportation Data Collection Assistant)

Position Summary:

The Connecticut Transportation Safety Research Center (CTSRC) at the University of Connecticut, School of Engineering is seeking applicants for an end-date, full-time Research Assistant 2. 

Under the direction of the Director of the Connecticut Transportation Safety Research Center (CTSRC), the successful candidate will assist in data collection, consolidation, validation, quality control and data entry of Connecticut crash data.   

This position requires a focus on accuracy and repeatable results.  The successful applicant will be required to apply problem-solving skills on a regular basis to assist in project completion.  The position requires a working knowledge of scientific principles and the ability to conduct literature searches, write routine analytical reports, operate, maintain, calibrate, trouble-shoot and resolve ordinary problems with software and equipment which require training and judgment to use efficiently and collect data with a high proficiently.

DUTIES AND RESPONSIBILITIES

  • Training and supervising 10 to 20 part-time students that will focus on data entry;
  • Performing data quality control checks of crash location and overall data quality before integration into the production database;
  • Coordination with CTDOT and CTSRC to identify areas where data quality, accuracy, and efficiency can be improved;
  • Coordinating activities between the Department and UCONN CTSRC on data integration and availability for use in safety analysis;
  • Potential expansion of responsibilities into computer programming of driving simulator scenario development in a Java development environment.

MINIMUM QUALIFICATIONS

Possession of at least a Bachelor’s degree in cognitive science, transportation engineering, business management or computer science and two years of relevant experience.  Other related disciplines that are deemed appropriate and relevant to this position may also be considered. Other minimum qualifications include: knowledge of the basic logic used for database design and the ability to understand and apply that logic to existing and developing databases; knowledge of Oracle, SQL, and Microsoft Access database structures; basic understanding of geospatial asset location methodology and asset relationships; familiarity with materials related to national safety data integration efforts and industry best practices; oral and written communication skills; ability to acquire additional knowledge and skills required for relevant job tasks; ability to understand, evaluate, and solve problems by exercising judgement and logic; ability to read, interpret, and understand written material; ability to perform basic arithmetical computations; learning and reasoning ability; ability to establish and maintain cooperative relations with superiors, associates, and additional data stakeholders, including municipal representatives and the general public; ability to utilize a wide range of computer software applicable to performing necessary job functions; notable attention to detail, particularly related to enforcing data validation rules and quality assurance/quality control procedures; ability to handle and prioritize multiple assignments/tasks.

PREFERRED QUALIFICATIONS

Familiarity with ESRI, Bentley, google maps, or open source (QGIS) mapping/GIS tools; familiarity with basic load/extract/query procedures associated with GIS functions; familiarity with applicable federal and state guidelines regarding data collection, LRS integration, and data visualization, particularly the Model of Roadway Inventory Elements (MIRE) and All Roads Network of Linear Referenced Data (ARNOLD);

APPOINTMENT TERMS

This is a full-time 11 month position based on available funding, subject to annual renewal.
