In 2010, Citilabs developed an Earthquake Evacuation Traffic Simulation model to support the emergency preparedness and disaster response planning activities of the County of Santa Clara. This model uses databases generated by existing activity-based travel demand models to develop forecasts of likely evacuation travel demands following a catastrophic earthquake event. The model then simulates the movements of evacuation trips in vehicles moving through a roadway and public transit network incorporating capacity adjustments to reflect infrastructure damage and disaster effects predicted by the FEMA HAZUS-MH model. The tool can be used to identify and address likely evacuation bottleneck links as well as assess alternative evacuation response policies and strategic plans, such as phased evacuation, dynamic roadway facilities, and efficient use of traveler information services. This paper discusses the data availability, development considerations, and implementation process with a focus on transferability to other geographic regions or evacuation scenarios.
Colby Brown was born and raised in Massachusetts and currently lives and works in Connecticut. He received a B.A. in Urban Studies and Sociology with High Honors from Wesleyan University in Middletown, Connecticut, where he also was awarded the University Honors prize for his thesis on the comparative history of freeway development in Hartford and Worcester. Bitten by the “road geek” bug, Colby went on to study at UC-Davis, where he received an M.S. in Transportation Technology and Policy. Since then, Colby worked as a toll traffic and revenue forecaster at a major consulting firm in New Haven and as a transportation and air quality planner at a Metropolitan Planning Organization (MPO) in Minneapolis-St. Paul, before being hired by his current firm, Citilabs, where he is currently Regional Director in charge of transportation planning software sales and implementation services throughout the United States and Canada. Colby enjoys bicycling to work as well as hiking with his dog.
