My main criteria for evaluation will be a. Has your idea matured to a stable point and is it well conceived? b. Are you likely to succeed in your final objective? c. Have you allowed enough time? d. Have you thought carefully about needed resources? e. Do you have reasonable contingency plans? f. Have you allowed for communication within the team and design changes and negotiation? g. Have you understood and addressed the key technical issues?
